I am a Professor of Development Economics at the Oxford Department of International Development, and served as Head of Department from 2016-2019 and again in 2023.

At Oxford, I am an Official Fellow in Economics at St Cross College; a Research Associate at the Centre for the Study of African Economies (CSAE); and an Associate of the Economic Policy Network (EPN).

My research is primarily on the macroeconomics of low-income countries , particularly those of sub-Saharan Africa.  This has included research on fiscal, monetary and exchange rate policies; regional integration; public investment, debt, growth and structural change in low-income countries; and the economics and political economy of aid. More recently, I have begun to explore aspects of the economics of climate change, biodiversity and natural capital, again with a focus on emerging market and other developing countries.

My other research affiliations include:

• Fellow of the African Economic Research Consortium
• Fellow of the European Development Network (EUDN)
• Visiting Scholar at the International Monetary Fund with the IMF-FCDO Macro Research for Development program 
• Lead Academic with the Oxford-LSE International Growth Centre (IGC), leading the IGC program in Tanzania from 2009-2019.

I currently serve as the Managing Editor of the Oxford Review of Economic Policy and an Associate Editor of the Journal of Development Economics.

Since 2021, I have served as the Delegate for Economics for Oxford University Press and am a member of the board (known as the Finance Committee) of the Press.

From 2016-2026, I served  a non-executive director of Oxford Policy Management Ltd, one of UK's foremost consulting firms supporting public policy in developing countries.
